Ellsworth city council votes to terminate police chief

Glenn Moshier also served as city manager but was placed on paid administrative leave from both positions earlier this year.

ELLSWORTH, Maine — The city of Ellsworth has voted to remove its police chief.

In an executive session Monday the city council voted 6-0 to terminate Chief of Police Glenn Moshier, the city said in a news release. One city councilor was absent during the vote.

Subsequently, the council voted 6-0 to appoint Deputy Police Chief Troy Bires as interim chief of police.

Moshier also served as city manager but was placed on paid administrative leave from both positions earlier this year. The city said Matthew Willaims will continue serving as interim city manager until Charles Pearces assumes the position on April 1 pending contract ratification at the city council meeting on March 18.

"Due to state law restrictions, both the City Council and the City are unable to disclose specifics about the confidential personnel discussion," the release stated.

The city released a letter to the community Tuesday to address the transition.

"The investigation is complete and the information will likely never be released unless there is an agreement with legal counsel," Steve O'Halloran, a member of the city council, said.
